An individual who contaminated candy with sedative and distributed them to children at a youth camp in the region has admitted sexual crimes against two boys both nine and ten years old.
The defendant was taken into custody after eight minors and a grown-up experienced illness at the facility in mid-summer.
The senior citizen, from that region, pleaded guilty to a series of 17 offences when he appeared at the judicial center on Friday.
Nevertheless, he disputed a single sexual charge he was accused of, which was involving a young boy.
The defendant was remanded in custody ahead of a additional proceeding on 28 November.
'Treat game'
The legal representative, presenting evidence, outlined the defendant's actions to the court.
She explained his victims were disadvantaged youngsters who were attending a summer camp which he managed.
The defendant conducted a "candy game" with the minors, the legal counsel stated, in which he would enter the children's bedrooms when they were preparing to sleep and request they to ingest treats "rapidly".
She stated to the judge the man had engaged in this activity with the children "for many years", and youngsters had previously fallen ill the subsequent day.
She stated the defendant had been capable of justifying this for many years as the children being "overstimulated by activities", until his stepchild had concerns in recently.
The legal representative added: "In the summer" his stepson had suspicions about what was going on, for good reason.
"They decided to examine in the man's possessions."
The prosecutor explained items including infant oil, Vaseline and injection devices were discovered, and his stepchild contacted the police about his concerns.
She stated Ruben went on to play the "candy game" with six youngsters that evening - that Saturday - and they were all sick the following morning.
"Authorities" had not responded by that point," she continued.
The police watchdog, the investigative body, had stated that it was reviewing the police response of the events.
The prosecutor said the minors were struggling to walk due to their sickness, so the family member contacted the authorities once more.
She explained the man then conducted the "candy game" in a space of five minors.
